The Process
The creation of a bill is a serious matter and requires due concern. In order for a bill to take the shape of a law, it must pass through the following steps:
- The Creation of a Bill
The bill is drafted by either members of the House or the Senate. It is then presented to the Congress for consideration.
- Committee Action
A committee is then assigned with the responsibility to study and thoroughly research the bill. For this, agencies are contacted and hearings are held with experts to gather information. In light of information gathered, the bill is then revised or amended. Then, a formal recommendation is made to either mark-up, table or release the bill.
- Floor Action
The Full House or Senate then reviews the bill, at this point it may be altered or additions and subtractions made to it by members.
- Vote
Respective versions of the bill are voted upon by members.
- Conference Committee
In order for the bill to pass on to the next level, i.e. presidential action, it must be approved by both Chambers of Congress. The final version, after compromises and amendments being made, is presented in the form of a Conference Report.
Presidential Action
Following approval by the President, the bills takes the form of a Public Law.
- The creation of a Law
This Public Law is then assigned a number and copies are issued by the government. It is then organized in the order in which it was passed and codified according to subject matter. How a bill becomes a law is a lengthy procedure, and rightly so!
