NEPRA Issued Fine On Power Producer NPGCL: The National Electric Power Regulatory Authority (Nepra) issued five million rupees in penalty on a state-owned electricity generation company for a one-day power breakdown in northern areas.
Nepra fined Northern Power Generation Company Limited (NPGCL) (Genco-III) on account of its negligence in maintenance of 220-kilovolt switchyard of thermal power station (TPS) Muzaffargarh and non-operation of protection system, which resulted in power breakdown on in northern network of the country (Khyber Pakhtunkhwa and Punjab).
The authority took notice of the power breakdown and initiated legal proceedings against Genco-III and directed the National Transmission and Despatch Company (NTDC) to investigate the matter and submit a report.
Nepra, after reviewing the inquiry reports of NTDC and Ministry of Energy, held Genco-III responsible for the power breakdown.

Non-operation of primary protection at TPS Muzaffargarh, managed by Genco-III, caused the cascaded tripping of transmission lines and power plants, which eventually resulted in a widespread power breakdown in Punjab and Khyber Pakhtunkhwa.
On May 17 2018, almost half of the country saw around eight-hour power outage, as a major power breakdown in the country’s transmission system occurred in the morning that left Punjab, Khyber Pakhtunkhwa (KP), Azad Jammu and Kashmir (AJK) and Northern Areas without power for almost the whole day. Fortunately, Sindh and Balochistan, constituting the southern part of the country, continued normally.

Whenever and wherever the system gets tripped, nuclear power plants are the ones which automatically shut down and they take time in becoming operational as under the SOPs, they ramp up gradually from one MW. Certain sources believe the lack of coordination between the Power Division and the Ministry of Water Resources is also one of the reasons for the failure.
NEPRA has allowed a huge investment of Rs.96.63 billion to NTDC during last three years for the improvement and reliability of transmission network. However, NTDC has failed to bring any improvement in its network.
