Transfer Of Responsibilities From Military To Civilians: After ten years, Military establishment have transferred their responsibilities to civil administration in Lower and Upper Dir districts. They have handed back the control of security terming this transfer as a milestone in bringing normality in the region.

This transfer of power is done when civilian authorities have re-developed the capabilities needed to govern and enforce the law. There have been doubts about the capacity and willingness of civilians to take over security and administrative responsibilities in many militancy-hit regions where military operations have been carried out.

Ten years ago Pakistani Taliban were dominating the area that kept the people of amidst fear and uncertain situation.

Nizam e adal and Swat deal was part of military operation that started in Lower Dir in 2009 to make peace with Taliban in that area. Then Operation Rah-e-Raast was formally launched in Swat. It proved to be a turning point in the fight against militancy. After counter-insurgency operations have been completed military leadership’s was questioned over their willingness to create the circumstances necessary for a transfer to civilian control.

With diligent work and ambitious leadership power of control are now transferred under civil authority. However, civil and military will be in close coordination in the Dir districts because the transition period could produce unexpected challenges. Army check-posts will be abolished and police will take over the security of sensitive areas. The plan will extend to other districts of Malakand Division in coming days.

Civil government now must make sure that post-conflict areas should not be allowed to simply return to their pre-conflict existence. With good policies and better governance make such areas less vulnerable to militancy and extremism and the state owes it to the people of the affected regions by staying vigilant and not repeating previous political and social errors.

Another Milestone in lower Dir

In Lower Dir more than 1,000 women voted in re-polling in several local government councils that puts an end to the long deliberate exclusion of women in the region. The positive security and political changes in the region should to be totally supported by the provincial and federal levels of the government.
